It's different in Canada and other 'free health care' countries. At least I don't think that doctors here make much or their income from prescriptions. Not enough income to gamble legal problems from overprescribing. The toxicologist I went to certainly didn't offer any treatments. I asked for the test just to rule out deficiencies or excesses, and my GP was okay with that.
Alternative medicine isn't covered by the government here, so I expect that those practitioners can make significant portions of their income by prescribing treatments that aren't actually beneficial for the patient.
