It is at the standard of something for publication: she said on Twitter, a journal's editors had accepted it but then the editors of the journal changed.

Do you know if that means that they don't intend to publish it?
I think it means they don't intend to publish it, which is disappointing.
(as I recall, it was written two or three years ago, as I think I was shown a draft).

I've downloaded it now. I think people who aren't members of ResearchGate may not be able to access it but I can e-mail it to anyone who sends me a PM with their address.
