Do they exist, has anyone been to a doctor who's treated it? In my city I've only been able to get up to C2.

Sorry, not IL, but Florida....I've a similar question as I've only heard of one doctor using injections into the vagus nerve by C1.
Has anyone heard of Vagus Nerve Neuropathy caused by viral infection or cervical instability as a cause for ME/CFS? And has anyone heard of using Prolotherapy into the vagus nerve as a cure?
Vagus nerve degeneration webinar - Part 2 - Ross Hauser, MD
Dr Hauser has a pretty big claim in his above video and I’m surprised not to find mention of regenerating the vagus nerve on any ME/CFS site as of yet. He's in IL.
