Any doctors in the NJ/NY area that test for low blood volume?

You could try to find a dysautonomia specialist, although they are few and far between. Some cardiologists and electrophysiologists know about low blood volume. You could also ask your doctor if s/he is willing to test your aldosterone and/or vasopressin levels.
Have you ever checked your pulse pressure (systolic BP minus diastolic BP), especially first thing in the morning before you get out of bed? If it's very abnormal, that might get your doctor to sit up and take notice.

Most practitioners use a CBC, which checks the ratio of plasma volume to RBC volume, to check for blood volume problems. Vanderbilt dysautonomia clinic has found that hypovolemia in some dysautonomia patients often results in a proportional or nearly proportional decrease in both plasma volume and RBC volume. Therefore, a CBC would not normally reveal hypovolemia that may be occuring in some dysautonomia patients.
