Looking for Information on the NIH

I was wondering what office or what offices calculate the burden of disease, or burden of illness for the NIH. They currently spend $80M annually doing so but I couldn't find under which office its located. My current best guess is the office of extramural research.

I'm also looking for any information on improper conduct by NIH towards cfs... I'm sure there are some experts on here that could give me a lowdown.
