Looks like a useful list that is rarely followed.
The science media centre could do with this.
It's slightly odd, in that points 5 and 10 are negatives, the rest positives.
What's disease mongering?

Well they certainly see point 10 as a positive.
I think the 10 are just points to be addressed by a review, be they +ve or -ve.
