Paul Cheney's Oxygen Mask Trick

So I want to try this oxygen rebreather mask trick prescribed by Paul Cheney.

I just don't know what to get and where. Is this a mask with a bag and a portable tank? Is there a type of oxygen tank I should get? Are there small portable ones?

Do I need a prescription to get this?

How much does the whole thing run?

Thanks but it was this article that inspired me to try it. I just don't know how to practically obtain one of those masks. There are oxygen supply stores in Toronto but I don't know if I need a prescription? What size and type tank? etc

I don't know anything about the devices some of them mention, or a particular breathing protocol like Buteyko, but I think the point is to accomplish the same thing as Dr. Cheney's rebreathing apparatus.
