We don't yet know for sure that we aren't making enough ATP. Reduced ATP is one hypothesis, but AFAIK, lacks supporting evidence. The feeling of "lack of energy" could have other explanations, such as neurological dysfunction.

Oh, that hypothesis also seems unsupported by mitochondrial or ATP boosting treatments.
