Is Emperical (aka Reeves) clinical or research or both

We see some definitions meant to be for research and others for clinical use. Maybe some are even meant for both. Which category is Emperical (aka Reeves) supposed to be. I got the impression from something he said in a televised CFSAC meeting that it's for research.
