IOM has very weak quality control

The way their process is set up.

Let's say we found clearly incorrect information in an early draft from the panel, and we showed them evidence that proved it, but they said "Well, the CDC says otherwise, and even if they don't offer evidence, we can't see any reason why they would lie." And then they refuse to correct their decision. Nothing can be done. Even if the entire IOM staff and review board agrees with us, the mistakes will not be corrected. The panel has ultimate authority, right or wrong. And the IOM set it up to work this way.

It's the same with governments here.
They employ outside experts to give them scientific evidence - and if the government doesn't like the evidence, they sack the experts and carry on ignoring the facts.
