Cervio Cranial Instability measurement?

I was told, based on flexion/extension MRI that I have CCI. The physician used Grabb Mapstone Oakes measurement on my flexion image only which measured 9mm on flexion, 4.5 on extension.

Is he using this measurement properly as I though Grabb Oakes is static?
