The first name that popped into my head was @Hip .... also @L'engle .... either one might know someone, and would definitely know more about building a website than I do.

I know there're a couple of others but am having an uncooperative brain day ...

If budget is tight, you can look into hiring web coders from countries where salaries are half the price, like India, China or Poland. Many companies outsource their coding in this way. You can hire such coders on websites like http://freelancer.co.uk or http://fiverr.com .
