Vector-Borne Disease Research Accountability and Transparency Act of 2014 - Amends the Public Health Service Act to require the Directors of the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC) to: (1) develop scientific frameworks for research on at least two vector-borne diseases that have a high domestic incidence, and (2) convene a working group for each identified disease.

Defines "vector-borne disease" as an infection transmitted to humans or other animals by ticks, mosquitoes, or fleas. Treats tick-borne diseases, including Lyme disease, as a single such disease.
