What is least damaging med for depression, panic

And how does one get off this horror? One doctor told her to take 20 mg. she started weaning down, but if she takes it down below 15 mg she's flat on her back. Is it possible to get off this?
She doesn't have addisons. But low adrenal function.
Is there a doctor anywhere on this planet who can review things carefully, and take care of my daughter?
I never tried hydrocortisone. I only experienced getting off diazepam/valium by a very gradual reduction in dosage and even that way was a nightmare.
I'd try may be by reducing something like 1 mg or half that every week or fortnight.

Probably she needs it if she ends up like that. An option is to substitute it for a different, but similar substance. For instance methyl-prednisolone. It is about 5 times as strong as cortef, so a 4 mg tablet would equal about 20 mg cortef.
Another option is to substitute it with licorice powder. However, it is likely to have the exact same side effects.

If she's flat on her back when the dose is reduced, does her panic and depression reduce as well?
If that's the case -- that her depression and panic lessen when she lowers the dose -- then it's my guess -- just a guess -- that her body desperately needs that rest, flat on her back or whatever, in order to start healing the adrenals.

Its probably the cortex or another drug/suplement she's taking. The clonazepan can make people horribly depressed due to tolerance withdraw.
I too got akathesia from drugs. HELL ON EARTH and I too do not know how I survived it. It is not as uncommon as people think.
I would stay away from ALL drugs if possible.
Also I had a desperate reaction to fish oil. DREADFUL yet others do very well on it. Go slowly if trying it.

Also Perrier, doctors can end up making things worse. I would be A LOT healthier if I had never listened to all the plethora of specialists I went to giving me this and that and God knows what.
