To me this sounds like politicians once again meddling in things they have no clue about. I like the perspective from the blog "respectful insolence" about this topic.

The markets are a very bad idea in many aspects of healthcare.
Compensating people who undergo painful procedures for the benefit of others at a level more than just 'travel costs' isn't one of them.
