This looks like politicking to help some friends make money through short cuts to me. The main reason why drugs do not get licensed is that they get bought by companies that deliberately put them on the shelf to protect other financial interests. Or they simply don't look profitable enough. Getting through FDA once reliable evidence is available has never been a problem in my experience.
