I got lost in the comments! Others may be more up to a stats discussion.

I was looking to see if they had any ideas about what to do when researchers register a protocol, but refuse to release their results in this way.

Also, PACE is presented as confirmatory, and that would seem to mean that people there see protocol deviations as more of a problem.
