As I understand it the ABLE Act currently applies to those who became disabled under the age of 26.
It took 6+ years to get any version of it passed by House and Senate (and then signed).

There are limitations -

The bill does include some limitations, however. Each person may only have one ABLE account and to qualify a person must have a condition that occurred before the age of 26.
